Rep. Don Bacon, who represents Nebraska’s 2nd district in the U.S. Congress, recently posted a series of tweets addressing congressional tariff powers, the Afghanistan withdrawal, and local appreciation in Nebraska.
On August 29, 2025, Rep. Bacon commented on the constitutional authority over tariffs: “Article One gives Congress tariff powers. Over the last century, Congress gave the President ’emergency powers’ to implement tariffs. What we’ve seen is, and the Appeals Court is saying, the President’s actions are tariff POLICY changes, not emergency actions.”
The following day, August 30, he criticized decisions related to the U.S. withdrawal from Afghanistan: “Victims of Biden’s incompetence. The Chairman of the JCS and the Commander of CENTCOM nonconcurred on the Biden-Sullivan Afghanistan withdrawal plan and were overruled.”
Later that same day, Bacon shared a message expressing support for Nebraskans: “Nebraska Nice! POS: Positively Outstanding Smart RINO: Really Intelligent NE Official Thank you Bubba.”
Congressional authority over tariffs is established in Article One of the U.S. Constitution. Historically, Congress has delegated some tariff powers to the executive branch under emergency provisions; however, recent judicial decisions have scrutinized whether presidential actions constitute policy changes or true emergencies.
The debate surrounding the Afghanistan withdrawal involved high-ranking military officials who reportedly disagreed with aspects of President Biden’s plan but were ultimately overruled by civilian leadership.
