Rep. Don Bacon, who represents Nebraska’s 2nd district in the U.S. Congress, announced that three major Nebraska business organizations have endorsed his bipartisan bill aimed at restoring Congress’ constitutional authority over U.S. trade policy.
The legislation, H.R. 2665, known as the Trade Review Act of 2025, would require that any unilateral tariffs proposed by the executive branch must receive approval from Congress before being implemented.

Bacon has publicly supported some tariffs enacted during former President Trump’s administration but maintains that Article I Section 8 of the Constitution assigns Congress responsibility for imposing tariffs.
Don Bacon began serving in Congress in 2017 after replacing Brad Ashford as representative for Nebraska’s 2nd district (https://bacon.house.gov/about/). He was born in Momence, Illinois in 1963 and currently resides in Papillion.
He graduated with a BA from Northern Illinois University in 1984 before earning another degree from University of Phoenix.
